Náprava chyb: pozdě, ale přece!Mimořádné zasedání Zastupitelstva města Jemnice (ZMJ) se za obvyklého nezájmu občanů konalo 25. června 2015. Oba hlavní body programu byly dalším důkazem toho, jak nedůsledně a nesystematicky si už řadu let počíná vedení města a jak mu to svým lehkomyslným přístupem značná část zastupitelů umožňuje.
- Prvním bodem jednání byl prodej budovy čp. 625 (zdravotní středisko) společnosti PATEB, zastoupené p. Benešem, za 1 969 000 Kč. Na zasedání ZMJ 11. 6. 2015 bylo zejména zastupiteli ze Sdružení nezávislých kandidátů Jemnice (SNKJ) zpochybněno znění předložené kupní smlouvy. Zvláště pak zkutečnost, že smlouva neobsahovala žádnou sankci pro případ, že by PATEB s.r.o. porušila závazek pronajímat přízemní prostory pouze za účelem poskytování lékařské a stomatologické péče. Podle nového znění smlouvy musí v takovém případě společnost PATEB zaplatit městu 200 000 Kč za každé porušení tohoto závazku. Ten nebyl v původním znění smlouvy časově nijak omezen, v nové (a schválené) verzi se objevila formulace „nejméně po dobu osmi let“.
Co bude potom?
Byl tento prodej počinem dobrým či špatným?
To zřejmě ukáže až budoucnost. Nyní je třeba, aby peníze z prodeje byly investovány do nemovitostí ve vlastnictví města, případně do výstavby bytů pro mladé, a nebyly takzvaně projedeny. V této souvislosti je třeba říci, že město nevyužilo možnosti dosti výhodné koupě objektu bývalého finančního úřadu a tím umožnilo, aby se tento objekt, stojící na lukrativním místě, dostal do vlastnictví někoho jiného. V budoucnu se nesmí opakovat něco podobného, jako byl prodej Faastovy vily, kdy byla prodána sice nejvyšší nabídce, ale dostala se do rukou vlastníka, který ji nechal totálně zchátrat a řešení je momentálně v nedohlednu. V tomto případě si musíme sáhnout do svědomí, kdo jsme hlasovali pro prodej. - ZMJ dále projednalo žádost pana Antonína Hotového o revizi ceny pozemku, jehož prodej jmenovanému schválilo ZMJ 11. 6. 2015 za 350 Kč/m2. Pan Hotový vznesl proti této ceně několik námitek, souvisejících s územním plánem města, označením pozemku v katastru nemovitostí, výkladem soudního znalce, schváleným ceníkem pro prodej pozemků města Jemnice a zejména s velkým rozdílem v kupní ceně sousedního pozemku, prodaného mu v r. 2012 za 100 Kč/m2. Vzrušená diskuse místy připomínala židovskou školu, kde přes překřikující se zastupitele bylo chvílemi jen stěží rozumět stanoviskům jak pana starosty, tak i pana Hotového. Nakonec bylo dva týdny staré usnesení (350 Kč/m2) zrušeno a přijato nové, které stanovilo cenu 100 Kč/m2. V této souvislosti by bylo velmi vhodné zamyslet se nad třemi okruhy problémů, které zmíněný případ vynesl na světlo:
a. Jsou ceny za prodej pozemků města, jež schválilo ZMJ 29. 11. 2012, závazné a tedy konečné, nebo – jak se snažil vysvětlit pan starosta, jsou to pouze minima, která mohou být podle okolností libovolně zvyšována? Čemu pak ale mohou občané věřit, s čím mohou počítat, jakou mají jistotu?
b. Jak je to ve skutečnosti s podporou malých a středních podnikatelů (zaměstnavatelů) v našem městě? Vychází jim vedení města vstříc, nebo je tomu právě naopak?
c. Je příprava podkladů pro zastupitele ze strany vedení města a pracovníků městského úřadu skutečně tak kvalitní, aby na jejich základě mohli zastupitelé o jednotlivých případech zodpovědně a se znalostí věci jednat a zejména o nich rozhodovat?
Právě záležitost pana Hotového názorně ukázala, že tomu tak vždy není.
Co říci závěrem? Naši zastupitelé (SNKJ) se o nápravu uvedených nedostatků budou zodpovědně a intenzivně snažit!
